On iPhone and iPad, use a Bluetooth LE or MFi adapter. Very cheap clones, often labelled v1.5, can drop the connection or miss protocols.

Look under the dashboard.
The 16-pin OBD2 port is usually below the steering wheel, on the driver's side. On some cars it sits behind a small cover near the fuse box or the centre console.
